The Oregonian in Portland this week covered an interesting report that compares recent greenhouse gas emissions trends across the U.S.
"Despite Oregon's green reputation, the state saw a disturbing rise in greenhouse gas emissions from burning fossil fuels for electricity, according to a report released Thursday.
"Oregon's greenhouse gas emissions grew 41 percent since 1990, despite a promising drop in carbon emissions for transportation, according to Environment Oregon, a statewide environmental advocacy group. The nonprofit organization used government data to analyze state-by-state carbon emissions from fossil fuels between 1990 and 2007 for the report, 'Too Much Pollution.'
"'What is surprising or down-heartening is that other states have reduced their [overall] carbon emissions in that same time period,' said Jocelyn Orr, campaign director for Environment Oregon. 'A lot of folks view Oregon as one of the states that should have reduced its [total] emissions.'"
The wording of the article is a little cumbersome here and there. But its basic point is important, in two parts:
1) Oregon has done a solid job - better maybe than any other state in the US - of curbing the growth of carbon emissions from cars.
2) That success (which Oregon is rightly proud of) on the transportation side has been swamped by one big bad problem: Increasing use of coal for electricity at PGE's coal-fired power plant in Boardman.
The conclusion is a tough but clear reminder. In cutting greenhouse gas emissions, we not only have to do a lot of things right - we also can't afford to do any big things badly.
This principle applies equally well at the individual building level. For instance, even a terrifically conserving net-zero energy building can have a large effective carbon footprint in operation, if it is built in a location of geographically high vehicle miles traveled (VMT) - otherwise known as a sprawl location.
And following this principle, it's clear that the PGE Boardman plant has to go, just as quickly as possible, along with all the other coal-fired power plants around the world. It takes generations for CO2 to cycle out of the atmosphere. So every single day of burning coal for power makes things worse.
